the  combined dir has GeoTiff files where,
	-1 = oceans
	 0 = pixel has neither GPCC nor CHC stations, land
	 1 = pixel has GPCC stations, but no CHC stations
	 2 = pixel has CHC stations, but no GPCC stations
 	 3 = pixel has both GPCC and CHC stations
